February 2025

Chairman Parks called the meeting to order at 7:04 PM.  Chairman Richard Parks, Vice-Chair Dalling, Secretary-Treasurer Fuhrmann, Director Klein, Director Taylor and Admin Manager Bush were present.  Public member in attendance were Josh Wells and Laura Chastain.

 

Chairman Parks presented the January minutes. Secretary/Treasurer Fuhrmann moved to approve the January minutes. Director Taylor seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed. Chairman Parks presented the February Special Meeting minutes. Director Taylor moved to approve the Special Meeting minutes. Director Klein seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed.  Admin Manager Bush presented the current expenses and financial reports for the month. Secretary/Treasurer Fuhrmann moved to approve the current expenses and financial reports. Vice-Chair Dalling seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed.

 

In Old Business, Chairman Parks explained the upcoming ballot measures to the members of the public. A discussion was held concerning communicating to the public about the upcoming election. Meeting dates of March 11th and April 3rd were decided and advertising in the Gardiner newsletter (starting March 19th), Chamber meetings, the Livingston Enterprise and on social media was discussed. Admin Manager Bush reported that the drafting of 2024 appropriation contracts is still underway, as is the collection of a couple of delinquent accounts. Director Klein will draft a Communications Plan and share with the Board.

 

In New Business, the Gardiner Water District has sent in a Request For Funds for the Granite Street project, which is now completed. The total bill was less than anticipated, leaving funds available. They have officially requested to be able to apply that to the current appropriation for the blower project.

            Total Appropriated with 2023 funds         $376,000.00

            Rolled Over into 2024 funds                       $376,000.00

            Request For Funds, Jan 2025                      $215,388.20

            Remaining Balance                                       $160,611.80

 

The Gardiner Water District Blower Room project was requested from the 2024 funds, in the amount of $236,696.00. They were awarded $100,000.00 in December 2024.

Vice-Chair Dalling moved to approve the remaining $136,696.00, using leftover funding from the Granite Street project. Secretary/Treasurer Fuhrmann seconded the motion. No further discussion was needed; all voted in favor; none opposed. Motion passed.

The remaining “extra” from the Granite Street project of $23,915.80 will be returned to the capital account for appropriations in the Fall of 2025.

 

In other New Business, Admin Manager Bush updated the Board on the tree removal request from a private citizen. The Board agreed this request did not meet the requirements of eligible projects. Finally, Secretary/Treasurer Fuhrmann presented a draft Operating Budget for 2025. A discussion was held, and a final budget will be presented at the March meeting.

 

In Public Comment, Laura Chastain updated the Board on NYEF’s current/ongoing projects and thanked the Board for their continued support.

 

The next regular Board meeting held will be on March 11th at 7:00 PM at the Gardiner Chamber of Commerce. Secretary/Treasurer Fuhrmann moved to adjourn at 8:29 PM.  Vice-Chair Dalling seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed.
