Minutes of the Regular Meeting - May 11, 2021
Meeting held via Zoom
Chair Parks called the meeting to order at 7:01 PM. All members were present including the Administrative Manager; members of the public included Matt Whitman, Bill Berg, and Rosie Barndt.
Administrative Manager Bush presented the April meeting minutes. Vice-Chair Dalling moved to approve the April minutes. Secretary/Treasurer Stone seconded the motion. All voted in favor; none opposed. Motion passed.
Rosie Barndt, CPA presented the 2020 audit findings to the Board. She declared a "unmodified, clean" opinion for 2020. Revenue was down approximately 18%; appropriations were down approximately 18%; the board operates with good segregation of duties. She explained her journal entries and financial statements to the Board. Here management letter comments include:
*Include in appropriate applications "audit statements" from applicants when applicable, rather than in the appropriation contract.
*Prepare a board policy regarding delinquent accounts, legal actions and any possible liens against a business.
Administrative Manager Bush presented the current expenses and financial reports for the month. Director Furhmann moved to approve the current expenses and financial reports. Secretary/Treasurer Stone seconded the motion. All voted in favor; None opposed. Motion passed.
In New Business, Matt Whitman, the Public works Director for Park County, MT along with Bill Berg, Park County Commissioner brought to the Board the "Infrastructure Plan for Gardiner" that is being developed. This includes improvements of the roads in Gardiner and possible upgrades such as sidewalks, crosswalks, bike/pedestrian lanes, landscaping, parking and streetlights. Public meetings with be held, but funding will need to be obtained.
In Old Business, Secretary/Treasurer Stone updated the Board that the remit forms are ready and up on the website for this upcoming tax season. Administrator Bush will send out the Spring letter, registration forms and remitting instructions to all businesses currently registered with the district. Ads will run in the Gardiner newsletter reminding new businesses of their need to register.
There was no additional public comment.
The next regular meeting will be held on Tuesday, June 8, 2021 at 7:00 PM, upstairs at the Gardiner Chamber office. Secretary/Treasurer Stone moved to adjourn the meeting at 8:23 PM. Vice Chair Dalling seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion Passed
